South Toe Volunteer Fire and Rescue has several founding members still as active today as they were in 1972 when the Department was founded. Our motto is to manage the Departments budget just as if it was our own. We strive to seek grant funding first and foremost and always plan ahead. We are merely stewards of what God has blessed us with.
Chairman of the Board - Mr. Billy Edwards
Billy is a past Department Chief (where he served for 10 years) and has been a Department member for over 35 years. Billy is the owner and operator of the local wrecker service Wheels-n-Deals located in Celo. Billy is our “can do, will do” member; no obstacle is too large or small. Billy has an extensive knowledge of fire apparatus, pumps and any other fire equipment.
Billy has been the foundation of South Toe Fire and Rescue and all pre-planning, purchases and decisions revolve around Billy's knowledge and experience within the Fire Service.

Board Member/Treasuer- Mr. Gary Shuford
Gary is the newest member of the Board of Directors and has been a member for the past 5 years. Gary is employed by Blue Ridge Regional Hospital and carries an extensive background in logistics and purchasing. He has carried certifications in general contracting, electrical, and is a licensed CBA. Gary is a Deacon at South Estatoe Baptist Church here in the Community.
Board Member - Mr. Tim Jones
Tim Jones has been a member of South Toe Fire and Rescue for the last 30 years. Tim enjoys retirement and spending time working on the farm and with his grand kids. Tim attends Mt. Mitchell Baptist Church and believes that assisting the community through the Fire Department is a ministry and has spent his entire life helping others from his family to anyone that needs help.
Board Member- Mr. Larry Blevins
Larry has been a member of South Toe Fire and Rescue for the past 30 years. Larry is retired from North Carolina Department of Environmental Natural Resources at Mount Mitchell State Park. He has a vast knowledge in search and rescue with a focus, and is an expert with the State and US Forest Service Trail System. Larry is a Deacon at Mount Mitchell Baptist Church here in the Community.
Board Member- Mr. Randy Wilson
Randy was a past assistant fire Chief and has been a member for over 20 years. Randy is a local business man who owns Wilson Brothers Construction. Randy has a background in project management and, as a pilot, has an extensive knowledge in aviation services related to Incident Management.
